Council Bluffs' Comprehensive Plan Update provides a great opportunity for residents to communicate what they believe to be the strengths and weaknesses of the community, and to prioritize what issues are most important for the City to address in the near term and in the future. The planning process is designed to promote community involvement and encourage citizen participation. Community outreach is included throughout the entire planning process. We know that the success of this planning effort will depend on engaging our community. This website is just one of many ways you can participate in the planning process. Opportunities to participate at a meeting or workshop are listed below.
PUBLIC WORKSHOP MEETINGS
Several public workshop meetings are planned for Council Bluffs’ Comprehensive Plan process.
Community Workshop #3 – Draft Plan Review – Date, Time and Location TBD
The third community workshop will be conducted to review and discuss the draft Comprehensive Plan.
Final Plan Report to the Plan Commission (Public Hearing) - Date, Time and Location TBD
The Final Comprehensive Plan Report will be presented to the Plan Commission for public hearing. Based on review and discussion, and based on public feedback during the public hearing, a revised Comprehensive Plan will be prepared for recommendation to the City Council.
Final Plan Report to City Council - Date, Time and Location TBD
The Final Comprehensive Plan Report will be presented to the City Council for consideration and adoption. Based on any feedback from the Council, a Final Comprehensive Plan will be submitted for adoption.
Past Meetings
Community Workshop #1 - Wednesday October 24, 6:30 p.m. - 8:30 p.m. at Kirn Middle School (100 North Avenue)
This workshop is the first of many face-to-face community outreach events scheduled throughout the planning process. The purpose of this workshop is to allow residents to provide input, before any plans or recommendations are formulated. The workshop will: (a) review the purpose of the Comprehensive Plan, the planning process to be undertaken, and the schedule for the project; and (b) secure local views on concerns, issues and potentials within the community.
Business Workshop - Thursday, October 25, 7:30 a.m. - 9:00 a.m. at Looft Hall Conference Center (Iowa West Community College, 2700 College Road, then follow directional signage to Looft Hall)
The Business Workshop will be an opportunity for business owners to discuss issues and challenges related to establishing, operating and growing a business in Council Bluffs. Business owners have unique needs and experience unique challenges in any community. It is critical that the Comprehensive Plan consider these.
Community Workshop #2 - Visioning Charrette/Workshop – February 13, 2013 from 6:30 - 8:00pm at the Council Bluffs Public Library, Meeting Room 'B'.
The Community Visioning Session will include both large group and small group working sessions to review and discus conditions and potentials within the City. The large group will work together to identify issues and opportunities, and the small “breakout” groups will work together to develop “visions” for the future of the community. It will conclude with general agreement regarding the long-term role and character of Council Bluffs and the projects and improvements that will be desirable in the future.
