Planning Commission Review of the Draft Comprehensive Plan-September 9th at 6:00 PM!

The Planning Commission will review the draft Comprehensive Plan during its regularly scheduled meeting on Tuesday, September 9th at 6:00 PM. The meeting will be held at the Community Hall at 205 S. Main Street. The Planning Commission meeting will include a presentation from the planning team, as well as an update on public comments gathered during a recent series of public open houses. Following the presentation, there will be discussion of the Comprehensive Plan before the Planning Commission considers a recommendation of support for the plan to City Council. All Council Bluffs citizens are invited to attend the Planning Commission meeting to offer their reactions to the Comprehensive Plan.

The draft Comprehensive Plan can be downloaded by going to the "Documents" section of this project website. (The document has been separated into four sections to allow for easier downloading.) Print copies of the document are available for review at the Council Bluffs Public Library reference desk, the City Clerk's office located at City Hall, and the Community Development Department located at 403 Willow Avenue.

 
Community Open House – Wednesday, August 20, 6:00 PM at the Community Hall (205 South Main)!

The City of Council Bluffs invites you to be part of the process that will help guide the future of the community. Please join us at a Community Open House to review and comment on Bluffs Tomorrow: 2030 Plan, a Comprehensive Plan for the Council Bluffs community. Once adopted by City Council, Bluffs Tomorrow: 2030 Plan will be a consensus-based visionary document and a policy guide for decisions about land use, transportation, open space, recreation, economic development and community character. This is an excellent opportunity for citizens of Council Bluffs to provide input into the planning process prior to plan adoption!

Months of community dialogue, data gathering and analysis has resulted in the draft version of Bluffs Tomorrow: 2030 Plan. This draft will be presented at a Community Open House on Wednesday, August 20, 2014 from 6:00 PM to 8:00 PM at the Community Hall located at 205 South Main Street. From 6:00 PM to 7:00 PM, you are invited to come in at your convenience to ask questions of City staff and consultants. At 7:00 PM, a formal presentation will be given, followed by an opportunity for public comment.

The Draft Comprehensive Plan document can be downloaded by going to www.bluffstomorrow2030.com and clicking on the “Documents” tab. As the City of Council Bluffs prepares to release the draft Comprehensive Plan for public review, local planners are meeting with residents and businesses in some of the community's key subareas. The Plan includes subarea plans for four portions of the community:

-Kanesville-Tinley

-South Main

-West Broadway

-I-80/Highway 6

Help define the future of Council Bluffs!

The Bluffs Tomorrow: 2030 Plan is an effort to update Council Bluffs’ Comprehensive Plan. As part of the process, the City wants your input regarding the kinds of improvements that should happen in the next 10-15 years. Where should development be focused, and what should it be? What areas should be preserved? What kinds of housing do we need, and what should it look like? How and where can we provide more jobs?

These questions, and many more, will be discussed at a Visioning Workshop on February 13, 2013 from 6:30 – 8:00pm at the Council Bluffs Public Library, Meeting Room 'B'. Please plan to attend, and bring a neighbor or friend. Your input will help define the vision of the community!

Community Workshop

This community workshop is the first of many face-to-face community outreach events scheduled throughout the planning process. The purpose of this first workshop is to allow residents to tell us what they think, before we begin making plans and recommendations. The workshop will: (a) review the purpose of the Comprehensive Plan, the planning process to be undertaken, and the schedule for the study; and (b) secure local views on problems, issues and potentials within the community. The Community Workshop is scheduled for Wednesday, October 24, 2012 at 6:30 p.m. at Kirn Middle School (100 North Avenue.)

What is a Comprehensive Plan? A Comprehensive Plan serves as a City’s official guide for land use, physical improvements, local services and development. The Comprehensive Plan provides a foundation for decision-making based on community consensus, community vision, existing conditions and future potentials. The Plan serves as a “road map” for 10 to 15 years into the future by guiding policy decisions and helping the community achieve its long-term objectives.

The Comprehensive Plan for the City of Council Bluffs will address many issues including, land use and development, transportation and circulation, community facilities, infrastructure, environmental features, and parks and open space. In addition to the community-wide plans, the Comprehensive Plan will also provide more detailed plans for several key areas in the community.
