Visual Preference Survey & MindMixer Poll

Thanks to everyone who's contributed to Bluffs Tomorrow 2030 so far through mindmixer, the project website, or public meetings. As the planning team begins to develop preliminary recommendations, we’d like your feedback on specific issues that emerged through the first phase of outreach.

There's a new mindmixer survey asking your opinion about specific concepts. Please let us know what you think, and post a comment if you need more space. There's also a new Visual Preference Survey on the Project Website where you can provide input on the preferred character of development in Council Bluffs. You can access both of these tools through the Participate page on the project website.

Existing Conditions Presentation

The Project Tem presented the Existing Conditions analysis to the Steering Committe in February, 2013. This presentation detailed issues, opportunities, potentials, and trends to be addressed in the Bluffs Tomorrow 2030 plan. The Existing Conditions analysis answered the questions “Where are we now?” and “Where are we headed?”

The Existing Conditions presentation is now viewable on the Documents page of the project website.

The Bluffs Tomorrow: 2030 Plan is an effort to update Council Bluffs’ Comprehensive Plan. As part of the process, the City wants your input regarding the kinds of improvements that should happen in the next 10-15 years. Where should development be focused, and what should it be? What areas should be preserved? What kinds of housing do we need, and what should it look like? How and where can we provide more jobs?

These questions, and many more, will be discussed at a Visioning Workshop on February 13, 2013 from 6:30 – 8:00pm at the Council Bluffs Public Library, Meeting Room 'B'. Please plan to attend, and bring a neighbor or friend. Your input will help define the vision of the community!

Community Workshop

This community workshop is the first of many face-to-face community outreach events scheduled throughout the planning process. The purpose of this first workshop is to allow residents to tell us what they think, before we begin making plans and recommendations. The workshop will: (a) review the purpose of the Comprehensive Plan, the planning process to be undertaken, and the schedule for the study; and (b) secure local views on problems, issues and potentials within the community. The Community Workshop is scheduled for Wednesday, October 24, 2012 at 6:30 p.m. at Kirn Middle School (100 North Avenue.)

What is a Comprehensive Plan? A Comprehensive Plan serves as a City’s official guide for land use, physical improvements, local services and development. The Comprehensive Plan provides a foundation for decision-making based on community consensus, community vision, existing conditions and future potentials. The Plan serves as a “road map” for 10 to 15 years into the future by guiding policy decisions and helping the community achieve its long-term objectives.

The Comprehensive Plan for the City of Council Bluffs will address many issues including, land use and development, transportation and circulation, community facilities, infrastructure, environmental features, and parks and open space. In addition to the community-wide plans, the Comprehensive Plan will also provide more detailed plans for several key areas in the community.
